Overlays are designed to be installed over older concrete...a less expensive alternative than ripping it all out and starting over. In your case it sounds like you've already got fresh concrete so now you must wait 28 days for the concrete to cure and hydrate completely for the over-lay primer to bond. Use a high strength premium water based co-polymer which will reduce permeability.  Primers are not meant to be applied to non-cured surfaces. A water based co-primer would be best for your situation because of its re-emulsifying  properties.  Hopefully the new slab of concrete has a moisture barrier of minimum .006 mil visqueen to prevent hydrostatic build-up which can alleviate the polymer veneer from delaminating.......good luck!
